OVERVIEW OF POSITION:

The Project Manager 3, Construction is responsible for planning, directing, and overseeing construction and facility-related projects from initiation through occupancy and closeout. This position manages all phases of project delivery, including feasibility assessment, design coordination, budgeting, procurement, permitting, construction administration, commissioning, and transition to operations. The role partners with internal stakeholders, architects, engineers, contractors, consultants, and regulatory agencies to ensure projects are completed safely, on schedule, within budget, and in compliance with applicable codes, regulations, and organizational standards. This role requires strong leadership, communication, problem-solving, and risk management skills to successfully deliver projects that support organizational goals and operational needs. ESSENTIAL FUNCTIONS:

• Manage the full lifecycle of construction projects, including initiation, planning, design, procurement, execution, monitoring, closeout, and handover.
• Develop and maintain project charters, schedules, budgets, forecasts, risk registers, and project reporting tools.
• Coordinate project activities among architects, engineers, contractors, consultants, vendors, and internal stakeholders.
• Manage the permitting and regulatory approval process, ensuring compliance with applicable building, accessibility, life safety, and local jurisdiction requirements.
• Prepare and deliver project status reports, executive updates, presentations, and recommendations to leadership and stakeholders.
• Monitor project performance related to scope, budget, schedule, quality, and risk, implementing corrective actions as needed.
• Facilitate procurement activities, including bid solicitation, bid evaluation, contract administration, and vendor selection processes.
• Review construction documents, drawings, specifications, change orders, requests for information (RFIs), and submittals for completeness and compliance.
• Conduct site visits and construction progress reviews to verify quality, safety, schedule adherence, and contractor performance.
• Identify project risks, develop mitigation strategies, and manage issue escalation and resolution processes.
• Manage project changes by evaluating impacts to scope, schedule, budget, and operational requirements and communicating recommendations to stakeholders.
• Support commissioning, occupancy planning, turnover documentation, punch-list completion, and project closeout activities.
• Foster strong working relationships with internal departments, external partners, regulatory agencies, and community stakeholders.
• Perform other duties as assigned.

EDUCATION :

• Bachelor's degree in Construction Management, Engineering, Architecture, Project Management, Facilities Management, Business Administration, or a related field preferred.

EXPERIENCE:

• Minimum 5 years of progressively responsible construction project management experience, including planning, design, permitting, procurement, construction, commissioning, and project closeout.
• Demonstrated experience managing multiple concurrent capital projects with responsibility for scope, schedule, budget, quality, and risk management.
• Experience leading cross-functional project teams and coordinating architects, engineers, contractors, consultants, vendors, and internal stakeholders.
• Proven experience developing and managing project budgets, forecasts, change orders, contingency plans, and cost controls.
• Experience overseeing construction procurement activities, including bid solicitation, proposal evaluation, contract negotiations, and vendor management.
• Experience working with local jurisdictions, permitting agencies, inspectors, and Authorities Having Jurisdiction (AHJs).
• Demonstrated ability to prepare and deliver executive-level project reports, presentations, and recommendations.
• Experience reviewing and interpreting architectural, structural, civil, and MEP drawings, specifications, submittals, RFIs, and construction documents.
• Experience managing project risks, issue resolution, and stakeholder communications throughout the project lifecycle.
• Experience with project management and construction management software such as Microsoft Project, Smartsheet, Procore, Autodesk Construction Cloud, or similar platforms.
• Experience in healthcare, nonprofit, education, commercial, or institutional facility construction projects preferred.

KNOWLEDGE, SKILLS, ABILITIES:

• Knowledge of construction project management principles, methodologies, and best practices throughout the project lifecycle, including initiation, planning, design, procurement, construction, commissioning, and closeout.
• Knowledge of building systems, including architectural, structural, civil, mechanical, electrical, plumbing, fire/life safety, and accessibility requirements.
• Knowledge of risk management principles and project governance practices.
• Ability to obtain and maintain required background clearances as per organizational policy.
