Job Summary

The City of Baltimores Department of Finance (DOF) is seeking a Chief of Human Resources (HR). Reporting to the DOF Chief of Staff. Working with DOF leadership, the HR Chief will develop strategies to recruit, onboard and retain staff across our divisions. This is an exciting opportunity for an HR-experienced professional who is ready to lead a department.

Essential Functions

The HR Chief will be responsible for overseeing all HR functions for the Department of Finance. The HR Chief will also manage the day-to-day activities of the HR division, develop goals and action plans that are in alignment with agency strategies, conduct research and analysis on organizational trends, analyze results and implement changes.

Minimum Qualifications

Education: Bachelors degree (or equivalent) from an accredited college or university in human resources management, organizational development, or a comparable field.

AND

Experience: Minimum six (6) years of progressively responsible experience in human resources, including at least 3 years of supervisory responsibilities. Preference for candidates who have HR experience in the City of Baltimore.

OR

Equivalency Notes: Have an equivalent combination of education and experience.

Knowledge, Skills, and Abilities

  • Knowledge of general HR functions, recruitment & retention, classification & compensation, learning & professional development, employee benefits, policy & compliance, and workforce planning, especially in a large, diverse, fast-paced organization
  • Ability to analyze data and develop metrics and dashboards
  • Ability to manage multiple HR responsibilities, balance competing priorities, and guide staff work
  • Ability to establish and maintain effective working relationships with the public and peers
  • Strong written and verbal communication and conflict-resolution skills.

Additional Information

Background Check

Eligible candidates under final consideration for appointment to positions identified as positions of trust will be required to complete authorization for a Criminal Background Check and/or Fingerprint screening, and must be successfully completed.

Probation

All persons, including current City employees, selected for this position must complete a 6-month mandatory probation.
