JOB DESCRIPTION
Position Title: Assistant Director, PROS Program
Location: NYC- Harlem
Benefit Classification: Full-Time Benefitted
Position Type: FLSA - Exempt
About This Role
The Assistant Director of the PROS Program supports the overall leadership, clinical integrity, and daily operations of a New York State OMHlicensed PROS program. This role assists the Director in ensuring highquality, recoveryoriented services; regulatory compliance; staff development; and achievement of program outcomes. The Assistant Director plays a critical role in supervising staff, supporting service delivery, and promoting a culture of recovery, personcentered care, and accountability.
Essential Responsibilities
Program Operations & Clinical Oversight
- Assist in overseeing daily operations of the PROS program to ensure services are delivered in accordance with OMH regulations and PROS standards
- Assume operational leadership in the Director’s absence
- Implementation of program policies, procedures, and workflows
- Provide clinical oversight of PROS services, including Community Rehabilitation & Support (CRS), Intensive Rehabilitation (IR), and Ongoing Rehabilitation & Support (ORS)
- Ensure services are recoveryoriented, personcentered, traumainformed, and culturally responsive
- Review clinical documentation for quality, timeliness, medical necessity, and regulatory compliance
- Participate in case reviews, team meetings, and interdisciplinary treatment planning
R eferral Management & Coordination
- Oversee the intake and admission process, ensuring timely screening, eligibility determination, documentation, and enrollment.
- Conduct intake to assess eligibility, appropriateness, and service needs
- Gather demographic, clinical, psychosocial, and insurance information
- Coordinate admission timelines; promote timely access to care/services
- Explain program services, expectations, and consent requirements to clients
- Communicate with referral sources regarding eligibility, documentation needs, and admission status
- Maintain referral logs in EHR, and intake tracking reports, process enrollment in CAIRS
Staff Supervision & Development
- Provide direct supervision to staff and student interns, as assigned
- Participate in hiring and performance evaluations
- Support staff onboarding, training, coaching, and performance management.
- Promote staff engagement, professional development, and adherence to ethical and clinical standards
Compliance & Regulatory Oversight
- Ensure compliance with NYS Office of Mental Health (OMH) regulations, PROS service definitions, and billing requirements
- Support audits, site visits, chart reviews, and corrective action plans
- Collaborate with compliance, and billing teams
- Monitor documentation practices to ensure services are properly documented, billed, and supported
- Track program metrics such as census, engagement, and outcomes
- Monitoring IPS fidelity, delivery of employment services, and track vocational outcomes.
- Assist with reporting requirements and data submissions (specifically as it relates to IPS and employment)
Collaboration & Stakeholder Engagement
- Collaborate with internal departments, community providers, hospitals, & referral sources
- Support participant engagement, grievance resolution, and service coordination
- Promote recovery principles and participant voice within program operations
Qualifications
Education : Master’s degree in Social Work, Mental Health Counseling, Psychology, or related field required. Active NYS clinical license (LMSW, LCSW, LMHC, or equivalent) required.
Experience:
- Minimum of three years of behavioral health experience, including at least one year of supervisory or program leadership experience.
- Prior experience in a PROS program or OMHlicensed setting preferred
- Working knowledge of NY OMH PROS regulations and recoveryoriented practice
- Experience with clinical documentation, utilization, and compliance standards
- Excellent organizational, leadership, and problemsolving skills
- Ability to lead teams, manage competing priorities, and support change initiatives
- Proficiency with EHR systems and reporting tools
Work Environment: Office and programbased setting
