Tobacco Law and Policy Fellow or Staff Attorney

The Legal Resource Center for Public Health Policy (LRC), situated at the University of Maryland Carey School of Law in Baltimore, Maryland, is seeking a Fellow or Staff Attorney (full-time non-tenure track position with payroll title of Research Fellow or Research Assistant depending on selected candidates qualifications).

Position Description\:

The Staff Attorney or Fellow will provide legal technical assistance to state and local public health departments, legislators, law enforcement, government attorneys, and community-based organizations in Maryland on a broad range of tobacco law and policy issues. Essential duties include but are not limited to providing oral or preparing written responses to requests for assistance; developing educational resources and policy papers on specific issues; tracking and summarizing state and federal tobacco legislation, regulations, and litigation; and developing and conducting in-person and virtual training sessions and presentations. The Staff Attorney or Fellow will manage the LRC webpages, social media accounts, and listserv communications; use Canva or other software to add graphics to public materials; assess all public materials for compliance with disability access requirements; and support planning of in-person events. The position will include in-state travel and potential out-of-state domestic travel for conferences. Other reasonably related duties may be assigned.

Minimum Qualifications \:

J.D. from an ABA Accredited school; preference for a certificate or concentration in health law.

A member in good standing of the bar of any U.S. state or territory (Staff Attorney) or took the bar exam in July 2026 (Fellow); strong preference for Maryland Bar admission or applicant.

Staff Attorney\: One (1) year of experience researching, analyzing, and writing on issues related to public health law and policy with at least one (1) year as a licensed attorney.

Fellow\: Experience researching, analyzing, and writing on issues related to public health law and policy, including work as a law student, preferred.

Knowledge, Skills, and Abilities\:

Familiarity with basic concepts of public health law, administrative law, and principles of health equity; preference for understanding of basics of tobacco regulation law and policy.

Excellent research, writing, oral communication, and presentation skills.

Ability to work independently and to work as part of a team.

Experience working on multiple deliverables under tight deadlines.

Competence in online presentation platforms, including Zoom, WebEx, Teams, and Google Meet.

Experience with Microsoft Office products, including Outlook, Word, Excel, and PowerPoint required; and knowledge of Canva or similar graphics software a plus.

Excellent coordination and organizational skills and meticulous attention to detail.

Openness to critical feedback and sincere desire to learn and grow as a professional.

This is a one year grant-funded position with the possibility of renewal subject to performance and continuation of funding. This position is in-person in Baltimore, with the opportunity for remote work consistent with University policies and subject to approval of supervisors.

Salary\:

Starting salary for Staff Attorney is $77,000; for Fellow is $70,000.

Starting salaries are set in accordance with the Universitys framework, which considers multiple individual and organizational factors, including internal equity.
