Job Description
JOB SUMMARY:
Coordinates and conducts the special programs/projects foremployees. Uses/requires office skillsto handle: customerservice/communications (internal and external), file organization andmanagement, computer skills including data entry, word processing,spreadsheets, data bases, and graphics software, mathematical computation,report and letter preparation, and decision making within scope ofresponsibility. Other duties includecoverage for receptionist, invoicing, procurement transactions, recruiting,pre-employment testing, background and driving record checks; assists employeeswith benefit questions. The Human Resources Coordinator willadditionally provide administrative support for all human resource functions. Otherduties include planning activities, performing audits and surveys.
Attendance is an essential function of this position. The City reserves the right to require anemployee in this position to work overtime. This position provides services or performsduties for the benefit of the general public during emergency situations. These may include services or dutiesdifferent from those performed in the usual course and scope of your job. In the event of an evacuation, the incumbentin this position may be required to remain to perform needed services.
DUTIES ANDREPONSIBILITIES:
The duties and responsibilities described below areindicative of what the Human Resources Coordinator may be asked to perform;other duties may be assigned.
- Prepares job bulletins and recruitment informationthrough advertising with local and surrounding newspapers, radio, TML,licensing organizations, universities and employment agencies, participation injob fairs and coordinates interoffice postings.
- Maintains applicant files.
- Coordinates testing through various in-house methodsand outside sources.
- Performs criminal history background checks, as well asemployment references and personal reference verifications.
- Processes and coordinates paperwork to hire newemployees.
- Schedules and coordinates pre-employment drug testingand physicals.
- Conducts exit processing.
- Data entry of new employees into payroll system
- File governmental reports
- Enroll employees in various benefit programs
- Process and maintain benefits monthly invoices
Employee Relations :
- Processes and coordinates paperwork to promote existingemployees.
- Receives requests from employees to review open recordsand coordinates access to files.
- Maintains and processes employee personnel records.
- Processes and coordinates paperwork to hire, promote,and terminate employees.
- Maintains hard copy files of employee records.
- Implements performance evaluation programs, assist withemployee orientation programs, employee and supervisory training, employeecommunications, employee assistance programs, and employee recognitionprograms.
Administrative Support:
- Assists in the preparation of the Human Resourcesbudget.
- Assists Benefits/Risk Manager in Managing Drug/AlcoholTesting program.
- Coordinates the Employee Recognition Programs, TuitionReimbursement Program, service awardprograms, vacation buy back and other types employee programs.
- Assists in maintaining updated personnel policies andprocedures.
- Attend job fairs at various entities
- Researches, interprets and answers routine employmentand benefit questions from employees.
- Orders supplies.
- Prepares various government mandated and otherrequested reports.
- Completes employment verifications.
- Assists in day-to-day operations including answering thetelephone, assisting citizens, scheduling meeting rooms, setting up meetingsand typing correspondence.
- Maintain personnel files by filing documents on allemployees as required by law and by the City.
- Assist in scheduling and planning meetings and eventsfor the Human Resources Dept.
- Input all new hires and terminated employees intopayroll system.
- Initiate payroll action forms and acts as timekeeperfor department.
- Perform all other duties as assigned.
QUALIFICATIONREQUIREMENTS:
To perform this job successfully, an individual must be ableto perform each duty satisfactorily. Therequirements listed below are representative of the knowledge, skill and/orability required at the time or hire or for continuation of employment.
EDUCATION ANDEXPERIENCE:
- High School diploma or equivalent.
- Valid Texas drivers license with an acceptable driving record.
- A minimum of two (2) years technical training beyondhigh school in a field related to Human Resources, Benefits or Insurancepreferred.
- A minimum of two (2) years advanced knowledge ofoffice software applications, preferably Microsoft Office suite.
- Equivalent combination of training, educationand experience will be considered.
SKILLS AND ABILITIES:
- Ability to cooperate with elected officials, staff, andthe public.
- Ability to instruct and train other staff in methodsand procedures.
- Ability to maintain all types of records includingstaff personnel records and monitor budgets.
- Ability to respond to complaints and grievances in aprofessional and courteous manner.
- Ability to use office equipment such as copy machines,typewriters, computers, fax machines, etc.
- Ability to organize, prioritize, and carry out officework with minimal supervision.
LANGUAGE SKILLS:
- Ability to communicate effectively with electedofficials, staff, and the public.
- Ability to communicate effectively in both written andverbal form.
- Ability to participate effectively in all types ofmeetings.
MATHEMATICAL SKILLS:
- Ability to calculate intermediate mathematicalcalculations (addition, subtraction, multiplication, division, percentages,ratios).
REASONING ABILITY:
- Ability to define problems and deal with a variety ofsituations.
- Ability to think quickly, maintain self-control, andadapt to stressful situations.
- Ability to use good judgment and effectively solveproblems.
