Job Description

Good Shepherd Center is seeking an experienced and compassionate Shelter Administrator to provide day-to-day operational leadership for our Interim Housing Programs serving women experiencing homelessness.

This position plays an important role in ensuring that our shelter sites operate safely, efficiently, and consistently while providing a welcoming, respectful, and participant-centered environment. The Shelter Administrator oversees shelter operations, supervises Residence Supervisors and Maintenance staff, and works closely with program leadership to maintain high-quality services and compliance with agency and funding requirements.

Our programs are guided by Housing First, Trauma-Informed Care, Harm Reduction, and participant-centered practices.

Key Responsibilities Shelter Operations
  • Oversee the daily operations of two Good Shepherd Center Interim Housing shelter sites.
  • Ensure consistent implementation of operational policies, procedures, and residence guidelines.
  • Coordinate and monitor admissions, occupancy, transfers, exits, room assignments, and bed utilization.
  • Ensure adequate staffing coverage to support continuous shelter operations.
  • Respond to operational concerns and emergencies in collaboration with leadership.
  • Maintain a safe, organized, clean, respectful, and welcoming shelter environment.
  • Promote Housing First, Trauma-Informed Care, Harm Reduction, and participant-centered service delivery.
Leadership & Staff Supervision
  • Directly supervise Residence Supervisors and oversee Maintenance staff.
  • Provide regular supervision, coaching, mentoring, and performance feedback.
  • Conduct employee performance evaluations and support staff development.
  • Participate in recruitment, onboarding, scheduling, corrective action, and disciplinary processes in partnership with Human Resources and the Center Director.
  • Promote teamwork, accountability, professionalism, and consistent supervisory practices.
Compliance & Quality Assurance
  • Ensure shelter operations comply with agency policies and applicable contractual requirements.
  • Monitor implementation of Interim Housing policies, procedures, and operational standards.
  • Conduct operational reviews to promote consistency and quality across shelter locations.
  • Collaborate with Program Managers to support documentation quality, HMIS compliance, and program accountability.
  • Assist with monitoring visits, audits, quality-improvement activities, and corrective action plans.
  • Maintain operational records and prepare reports as requested.
Training, Safety & Facilities
  • Assist with implementing new operational policies and procedures.
  • Support onboarding and ongoing training related to shelter operations, participant engagement, safety practices, and operational expectations.
  • Conduct regular facility inspections for health, safety, and cleanliness.
  • Coordinate maintenance requests, repairs, and vendor services.
  • Monitor emergency preparedness, fire and life safety, infection prevention, and workplace safety requirements.
  • Ensure shelter safety protocols are consistently followed.
Collaboration & Administration
  • Work closely with the Center Director, Program Managers, Residence Supervisors, and other agency departments to support coordinated services.
  • Develop positive working relationships with funders, community partners, vendors, and service providers.
  • Represent Good Shepherd Center professionally at meetings, site visits, and collaborative initiatives.
  • Review staffing schedules and operational reports.
  • Maintain accurate records and protect the confidentiality of participant, employee, and agency information.
  • Participate in leadership meetings and agency initiatives as assigned.
Qualifications

Required:

  • Bachelor's degree in Social Work, Human Services, or a related field.
  • Minimum of three (3) years of experience in homeless services, intensive case management, permanent supportive housing, residential shelter programs, or other human services settings serving vulnerable populations.
  • Minimum of one (1) year of supervisory experience.
  • Knowledge of Housing First, Trauma-Informed Care, Harm Reduction, and participant-centered practices.
  • Strong leadership, crisis-management, communication, organizational, and documentation skills.
  • Ability to work respectfully and effectively with individuals from diverse cultural, racial, gender, and socioeconomic backgrounds using cultural humility.
  • Valid driver's license, access to reliable transportation, and willingness to travel between program locations.

Preferred:

  • Experience overseeing shelter or residential operations.
  • Experience working within publicly funded programs.
  • Experience with HMIS/CHAMP or similar electronic data systems.
