We’re Hiring: Senior Manager/Lead – Government Advisory & Institutional Business Development (Water & Sanitation)

We are looking for an experienced government advisory and business-development professional with a strong understanding of the Ministry of Jal Shakti, Jal Jeevan Mission and the Public Health Engineering Department ecosystem.

The candidate should have previously worked with the Ministry of Jal Shakti and/or State Governments through a reputed consulting organisation, PMU or PMC, with direct exposure to Jal Jeevan Mission —particularly its Water Quality Monitoring & Surveillance (WQMS) component.

This is a senior, outcome-oriented role requiring the candidate to independently manage state engagements across North and East India—from identifying opportunities and building institutional relationships to developing proposals, securing technical and administrative acceptance, and supporting the complete procurement cycle.

Key responsibilities:

• Own and develop institutional relationships with PHEDs, State Water and Sanitation Missions, Jal Jeevan Mission teams, state laboratories and other relevant government stakeholders

• Lead engagements across identified states in North and East India

• Identify state-specific requirements and convert them into structured programmes, project concepts and business opportunities

• Prepare Detailed Project Reports, concept notes, technical proposals, presentations, financial estimates and implementation plans

• Present solutions to senior government officials, technical committees, mission directors and departmental stakeholders

• Coordinate product demonstrations, field evaluations, pilot projects and technical validation exercises

• Support departments in developing technically sound implementation frameworks, specifications and deployment plans

• Track government priorities, budgets, schemes, tenders and procurement opportunities

• Manage the institutional business-development cycle—from initial engagement and requirement assessment through proposal development, approvals, tendering, procurement and implementation handover

• Coordinate internally with technical, R&D, manufacturing, training and service teams

• Ensure that all government engagements and procurement-related activities follow applicable rules, ethical standards and transparent processes

• Develop a long-term state engagement strategy and maintain a structured opportunity pipeline

Candidate profile:

• Prior consulting experience with the Ministry of Jal Shakti, Department of Drinking Water and Sanitation, Jal Jeevan Mission, PHED or related government water programmes

• Experience working in PMU/PMC assignments at both national and state levels

• Deep understanding of the Jal Jeevan Mission institutional ecosystem, programme architecture and state implementation processes

• Strong knowledge of the Water Quality Monitoring & Surveillance component, including laboratories, field-testing systems, surveillance, training, reporting and corrective-action frameworks

• Demonstrated experience preparing DPRs, government proposals, presentations, tender documents and implementation plans

• Understanding of government budgeting, administrative approvals, technical sanctions, tendering and public procurement processes

• Ability to engage confidently with senior government officials and technical stakeholders

• Strong presentation, documentation, negotiation and project-management skills

• Willingness to travel extensively across North and East India

• Ability to independently own targets, relationships, deliverables and outcomes

Preferred background:

• Experience with a reputed consulting firm working on Ministry of Jal Shakti, JJM, PHED, WASH or rural drinking-water assignments

• Existing professional relationships across State JJM Missions, PHEDs, SWSMs in North and East India

• Experience in institutional business development for water-quality monitoring, analytical instruments, field-testing technologies, laboratory systems, training or digital monitoring platforms

• Engineering, environmental science, public policy, management or a related academic background

• Experience supporting projects from DPR development through procurement and field implementation
