The Advisor would be required to perform the following tasks:

• Identification and HS classification of all goods andcommodities covered under the OGA legislation.
• Preparation of spreadsheets clearly indicating:
  • Customs duty and other taxes including additional duty and taxes;
  • FTA/PTA rates;
  • Tariff quotas;
  • Anti-dumping duties and countervailing duties;
  • Valuation rulings;
  • Import/export prohibitions, restrictions, conditions asnotified by the federal government, any of its authorizedregulatory authorities or binding internationalconventions and agreements;
  • Quantitative limits;
  • Exemptions from Customs duty and other taxes; and
  • Any other regulatory requirement etc.

Qualifications and Competencies

• Active (or recently retired) customs officer with extensiveexperience in tariff classification and the HS.
• At least bachelor’s degree from a recognized universitypreferably in Computer Science, Information Technology,IT Management, Law or equivalent.
• At least 10 years of working experience in a customsadministration preferably in assessment and valuation,classification centers, enforcement of allied regulation etc.
• Experience of working in paperless Customs Clearance System.
• Extensive experience with, and knowledge of, the PakistanCustoms Act and other relevant national and internationalregulations and practices.
• Familiarity with trade environment and WeBOC business processes.
• Experience of working with complex, multi-system environmentsin public sector.
• Previous experience of working on IT development andintegration in a SW environment will be considered an asset.
• Strong written and verbal communication skills in Englishas well as Urdu.
• Knowledge of business practices of trade regulating agenciesand customs.
• Ability to meet tight deadlines.
