Required Skills/Capabilities• Demonstrated experience integrating commercial cloud environments with agency financial-management, cost-accounting, reporting, or business-intelligence services.• Proven hands-on experience designing, deploying, securing, and operating OCI solutions.• Experience implementing FinOps capabilities, including cost allocation, chargeback/showback, budgeting, forecasting, optimization, and consumption reporting.• Hands-on experience configuring OCI compartments, tagging and cost-tracking tags, budgets, usage reports, cost analysis, and billing exports.• Experience designing cost-data integrations with enterprise reporting, financial-management, data-warehouse, or business-intelligence platforms.• Ability to define and maintain cost-allocation models that map OCI consumption to organizations, programs, projects, applications, environments, contracts, and customer-defined reporting dimensions.• Experience with data transformation, validation, reconciliation, automated reporting, dashboards, alerts, forecasting, and anomaly detection for cloud billing and usage data.• Understanding of rightsizing, scheduling, autoscaling, storage lifecycle management, license optimization, discount utilization, idle-resource identification, and cost-governance practices.• Working knowledge of least-privilege access, OCI audit logging, secure financial-data sharing, RMF, ICD 503, and NGA A&A processes.• Strong communication and stakeholder-management skills across finance, procurement, program, cloud, cybersecurity, application, Oracle, and Government teams.
Desired Skills/Capabilities• Associate- or Professional-level OCI certification in Architect, Security, Data Management, or Cloud Operations.• FinOps Foundation Certified Practitioner or comparable cloud-financial-management certification.• Experience with Oracle Analytics, Oracle Fusion Analytics, Power BI, Tableau, or comparable approved reporting platforms.• Experience integrating cloud cost data with financial, procurement, contract-management, or budgeting systems.• Experience using OCI usage and cost-report APIs, SQL, data pipelines, or Python to automate reporting. xzbcwsv • Experience supporting financial-data governance, audit readiness, reconciliation, internal controls, and remediation tracking in a Government or regulated environment.
