Position Summary

LCC3 is seeking an experienced Healthcare Bid & Proposal Specialist to support the identification, evaluation, development, and submission of healthcare-related bids, proposals, RFPs, RFQs, and other procurement opportunities.

This individual will manage the proposal process from initial opportunity review through final submission and post-bid follow-up. The successful candidate will work closely with leadership, estimating, project management, technical teams, finance, and business development to develop accurate, compliant, professional, and competitive proposals.

Because LCC3's Healthcare Division is growing, this position also offers the opportunity to help build and standardize the company's healthcare proposal library, capabilities materials, project sheets, templates, and pursuit processes.

Key Responsibilities

  • Monitor and research appropriate federal, state, local, institutional, and private-sector procurement and bidding platforms for healthcare opportunities.
  • Screen potential opportunities and assist leadership with preliminary qualification and bid/no-bid evaluation.
  • Review RFPs, RFQs, invitations to bid, procurement requirements, and other solicitation documents to identify requirements, deadlines, evaluation criteria, and potential risks.
  • Coordinate the complete proposal process, including opportunity registration, document collection, proposal schedules, internal reviews, submission, clarification requests, interviews/presentations, and post-bid follow-up.
  • Develop clear, professional, accurate, and compelling proposal content in coordination with internal subject-matter experts.
  • Maintain strict quality control over proposal completeness, accuracy, confidentiality, compliance, and submission requirements.
  • Coordinate with Estimating, Operations, Project Management, Finance, Legal, and Executive Leadership to obtain required technical and corporate information.
  • Research and apply applicable federal, state, and local procurement requirements and healthcare-related compliance requirements.
  • Maintain proposal calendars, bid logs, opportunity trackers, and historical submission records.
  • Track bid results and conduct post-bid analysis to identify lessons learned and opportunities for continuous improvement.
  • Develop and maintain a centralized proposal content library, including standard company narratives, project profiles, resumes, organizational information, certifications, licenses, and frequently requested materials.
  • Assist in developing and maintaining Healthcare Division sales and proposal collateral, including capabilities statements, project sheets, presentations, qualification packages, and standardized proposal templates.
  • Help establish scalable proposal procedures and best practices as LCC3's U.S. Healthcare Division grows.

Required Qualifications

  • Bachelor's degree in Business, Public Administration, Healthcare Management, Communications, Marketing, Construction Management, or a related field; equivalent relevant professional experience may be considered.
  • Demonstrated U.S. experience preparing and coordinating bids, proposals, RFPs, RFQs, or procurement responses.
  • Experience managing multiple deadlines and coordinating information from multiple departments or subject-matter experts.
  • Strong professional writing, editing, organization, and document-production skills.
  • Excellent attention to detail and ability to interpret complex solicitation requirements.
  • Strong proficiency with Microsoft Word, Excel, PowerPoint, Outlook, and Adobe Acrobat.
  • Ability to independently manage a proposal from initial review through final submission.
  • Must be legally authorized to work full-time in the United States.

Preferred Qualifications

  • Healthcare-sector proposal, procurement, or bidding experience.
  • Experience with hospital infrastructure, healthcare construction, medical equipment, medical consumables, medical-device distribution, healthcare IT, or medical services.
  • Demonstrated experience contributing to successful/winning U.S. proposals.
  • Familiarity with federal and state procurement requirements and healthcare-related compliance considerations.
  • Experience using Adobe InDesign or other professional proposal/document-production software.
  • Experience maintaining CRM, proposal-management, procurement, or opportunity-tracking systems.
  • Experience developing a proposal library or pursuit process for a growing organization.
  • Experience working with construction, engineering, healthcare, or other technically complex proposals.

Work Environment & Travel

This is primarily an in-office position based at LCC3's Colleyville, Texas office . The majority of work will involve proposal development, research, coordination, document preparation, and collaboration with LCC3 leadership and internal teams.

Occasional travel may be required for client meetings, conferences, pre-bid meetings, presentations, project/site visits, or other business-development activities. Travel is expected to be approximately 10%, depending on business needs.

We will provide the underlying company information, resources, and internal access. We expect the Healthcare Bid & Proposal Specialist to bring professional proposal expertise and help transform those resources into a scalable, polished, and effective healthcare pursuit program.

Within the first several months, the successful candidate should be able to independently coordinate qualified opportunities, establish reliable proposal schedules and compliance procedures, organize reusable company content, improve the quality and consistency of submissions, and begin building a professional Healthcare Division proposal library that can scale as LCC3 grows.
