Job Description

This position is located at the DCVA Medical Center within in the Mental Health Service Line (MHSL) and serves as the Administrative Officer and the supervisor to all administrative staff within the MHSL. The incumbent provides supervisory level oversight in the management of the administrative roles and is responsible for planning and implementing a variety of policy related activities in support of the projects and administrative tasks within the MHSL.To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/12/2026.

Time-In-Grade Requirement : Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience as described below:
  • Specialized Experience: GS-12 Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Develops, recommends and implements organizational policy to improve overall efficiency and effectiveness throughout MHS in accordance with HR regulations and based on MHSL needs, Monitors, tracks, and ensures timely completion of internal and external action items, gathering information from leadership and staff as needed to ensure timely completion, Prepares MHSL policy drafts for coordination and approval, Conducts qualitative and quantitative analyses to evaluate Mental Health program performance and recommends improvement opportunities. Ensures MH leadership are consistently informed in areas that impact successful operation of the MHSL, Performs budget and financial administrative functions in the execution of an annual appropriated fund budget. This includes budget formulation, justification, execution, financial management and financial reporting.
Preferred Experience:
  • Experience managing administrative operations for a large, multidisciplinary MH Service Line. Proficiency with VA systems including HR Smart, VATAS, TMS, VSSC/Power VI, and workload data tools. Skill in leading recruitment, onboarding, and personnel actions for diverse clinical teams. Experience with budgeting, fund control point, procurement, contracts, and service-level resource planning. Strong communication, policy/SOP development and supervisory or team-lead experience.

Best Qualified Criteria:
  • Experience managing administrative operations for a large, multidisciplinary MH Service Line.
  • Proficiency with VA systems including HR Smart, VATAS, TMS, VSSC/Power VI, and workload data tools.
  • Skill in leading recruitment, onboarding, and personnel actions for diverse clinical teams.
  • Experience with budgeting, fund control point, procurement, contracts, and service-level resource planning.

Physical Requirements: The work is primarily sedentary, although some slight physical effort may be required.

Work Environment: Work is typically performed in an adequately lighted and climate controlled office. May require occasional travel.
