Policy and Program Operations Administrator

The Division of Family and Community Services at the Illinois Department of Human Services seeks a Policy and Program Operations Administrator to oversee statewide SNAP Employment and Training (SNAP E/T), Temporary Assistance for Needy Families (TANF E/T), and workforce initiatives. This strategic leader will guide program design, policy development, implementation, grantmaking, and contracting while managing complex, multi-faceted employment and training programs. The role requires strong communication, critical thinking, and demonstrated success in managing federal and state compliance initiatives with a focus on equitable, customer-centered service delivery.

Key qualifications

• Four years college coursework in social or human services field
• Four years progressively responsible administrative employment and training policy and program experience in human and health services
• Experience leading a public assistance employment and training program such as SNAP E/T, TANF E/T, or WIOA
• Three years supervisory experience leading professional or managerial staff
• Three years experience interpreting and applying SNAP and/or TANF policy and regulations
• Three years experience in grantmaking or contract management
