Deputy Manager Operations – Governance and Risk

The Deputy Manager Operations – Governance and Risk supports the Manager M & E in running Akhuwat’s operations efficiently, compliantly and with a clear focus on results. The role spans day-to-day operational coordination, governance and operational risk management. The position acts as the main link between Operations, Head Office support departments and the field, making sure policies are implemented consistently, risks are identified and managed, and performance is measured, reported and improved.

Key Responsibilities

Governance, Operations Management & Coordination

• Assist the Manager M & E in developing, implementing and periodically reviewing policies, SOPs and systems, and follow them through to full implementation across Head Office and field offices and project sites.
• Monitor and review processes of the departments, to remove bottlenecks, duplication and control gaps, and propose improvements and automation.
• Act as the focal point between Operations, field offices and Head Office support departments (HR, Admin, Procurement, IT, Internal Audit, Compliance etc.) for the development of policies and SOPs.
• Support implementation of the organization’s Risk Management Framework within Operations and projects. Working with the Risk function, identify, assess and record operational, project, compliance and reputational risks in the risk register.
• Coordinate risk and control self-assessments (RCSA), monitor key risk indicators (KRIs), and ensure incidents, losses and near misses are reported and investigated
• Track risk mitigation action plans, **escalate** breaches of risk limits or controls, and support fraud prevention and business continuity measures
• Perform any other duties assigned by the Manager M & E or senior management, in line with the scope of the position.

Qualifications & Work Experience

• Education: Bachelor’s (16 years) or Master’s degree in Business Administration, Finance, Accounting, Economics, Development Studies, Public Policy or a related field.
• Experience: 4–6 years of relevant experience in operations, project management, compliance, risk management or M&E, including at least 2 years in a supervisory or coordination role.
• Sector: Experience in microfinance, development sector/NGO, social enterprise or a financial institution.
• A professional qualification or certification such as ACCA, CA, ACMA.
• Experience managing donor-funded or multi-stakeholder projects.
• Technical: Sound understanding of operations management, internal controls, compliance frameworks and operational risk management.
• Financial: Budgeting, variance analysis and financial reporting.
• Digital: Advanced MS Excel and PowerPoint; experience with MIS, ERP and dashboards (Power BI or similar is a plus).
• Communication: Strong report writing and presentation skills in English and Urdu.
