Job DescriptionInsight Global is seeking an experienced IT Program Manager to support large-scale technology initiatives across Commonwealth of Virginia agencies. This is a high-impact role focused on program management, not just project management, requiring oversight of multiple interdependent IT projects, benefits realization, governance, and executive stakeholder engagement. The IT Program Manager is responsible for orchestrating multiple interdependent IT projects and initiatives to achieve shared program objectives. This role focuses on program-level governance, resource management, dependency coordination, benefits realization, and executive stakeholder engagement across large-scale technology initiatives.
Day-to-Day Responsibilities
• Lead and coordinate multiple concurrent IT projects within a larger program portfolio.• Manage program-level schedules, resources, dependencies, risks, and governance activities.• Track, measure, and report on program benefits throughout the lifecycle of multi-year initiatives.• Facilitate steering committee meetings and executive-level governance sessions.• Resolve resource conflicts and dependencies across projects competing for shared resources.• Deliver executive-ready status reports that provide a consolidated program-level view.• Collaborate with senior leaders across agencies to drive alignment and strategic outcomes.• Support program recovery and stabilization efforts when projects face delivery challenges.
Required Skills
• Active Program Management Professional (PgMP) certification.• 7+ years of IT Program and Project Management experience.• Experience managing programs consisting of multiple interdependent projects.• Strong background in benefits realization and program governance.• Expertise in resource planning, dependency management, and schedule integration.• Experience facilitating executive steering committees and governance boards.• Ability to communicate effectively with senior stakeholders and navigate complex environments.• Excellent written and verbal communication skills.
Nice-to-Have Qualifications
• PMP certification in addition to PgMP.• Experience supporting Commonwealth of Virginia agencies.• Familiarity with VITA PMD/ITIM and IT Strategic Planning (ITSP) frameworks.• Experience with Planview Portfolios or similar enterprise PPM tools.• SAFe Program Consultant (SPC) or SAFe for Government certification.• Experience managing multiple vendor contracts, SLA compliance, and contract changes.• Experience with program recovery and turnaround initiatives. xzbcwsv • Experience creating program charters, benefits realization reports, and governance documentation.
