Assistant Programme Manager - Survey and Asset Management Programmes
Role Purpose:
The Assistant Programme Manager is responsible for supporting the planning, coordination, administration, and successful delivery of large-scale survey and asset management programmes across multiple client portfolios. The role acts as the central point of coordination between clients, operational teams, surveyors, subcontractors, and key stakeholders, ensuring programmes are delivered safely, efficiently, and in accordance with agreed timelines, budgets, and quality requirements. The position combines project management, resource planning, operational mobilisation, financial administration, reporting, and stakeholder engagement to support the successful execution of national survey programmes.
Key Responsibilities:
Programme Planning and Resource Management
- Maintain, and issue detailed survey programmes and schedules.
- Help coordinate internal and external survey resources to meet programme requirements.
- Help Monitor resource utilisation and survey allocation trackers.
- Manage programme changes and communicate resource adjustments to stakeholders.
- Prepare and maintain annual and multi-year master programmes.
Project Mobilisation and Operational Readiness
- Coordinate pre-survey mobilisation activities for all project phases.
- Issue RAMS, methodology statements, operational packs, and project documentation.
- Ensure surveyor compliance documentation, including DBS clearances, letters of assurance and specialist security vetting, is available and distributed as required.
- Support operational teams in arranging site access and survey logistics.
Meeting Management and Governance
- Organize, and facilitate: o Pre-start meetings o Client progress meetings o Site-specific coordination meetings.
- Prepare agendas and supporting documentation.
- Record, issue and track meeting minutes and actions.
Survey Delivery Support
- Provide day-to-day support to survey teams operating on site.
- Resolve operational issues and escalate risks when required.
- Communicate issues, risks and mitigations to clients and stakeholders.
- Ensure follow-up actions are implemented and monitored through to completion.
Client and Stakeholder Management
- Maintain regular communication regarding programme progress, resource requirements, access arrangements and project issues.
- Develop and maintain strong working relationships with stakeholders across multiple projects and client accounts.
- Support client review meetings and governance forums.
Reporting and Performance Management
- Feed into weekly programme and performance dashboard reports.
- Obtain progress updates from survey teams and specialist consultants.
- Monitor key delivery milestones and project performance metrics.
- Maintain KPI tracking systems and prepare client reporting outputs.
- Identify programme risks, delays and areas requiring intervention.
Data Management and Document Control
- Maintain project directories, document management systems and project records.
- Manage SharePoint sites, Teams workspaces and other project collaboration platforms.
- Ensure project information is current, accurate and accessible.
- Maintain asset management databases and survey distribution records.
Compliance and Assurance
- Maintain compliance records including: o DBS checks o Security clearances (CTC, NPPV).
- Monitor compliance requirements and coordinate renewals.
- Ensure project teams maintain required certifications and training standards.
Knowledge, Skills and Experience
- Experience assisting in the management of complex programmes or projects across multiple sites.
- Strong programme planning skills.
- Experience coordinating multidisciplinary teams and external stakeholders.
- Excellent organisational and administrative capabilities.
- Strong meeting facilitation and minute-taking skills.
- Experience producing management reports and performance dashboards.
- Proficient in Microsoft Office Suite, including MS Project Excel, Word, Teams and SharePoint.
- Excellent communication and stakeholder management skills.
- Ability to manage multiple priorities in a fast-paced environment.
