Job Description

Tech Observer is seeking an experienced and results-driven Director of Business Development to drive new business and revenue growth for its Contract Research Organization (CRO) and FSP business.

The Director will identify, develop, and close new business opportunities across pharmaceutical, biotechnology, medical device, diagnostics, digital health, and healthcare organizations.

This is a highly client-facing role responsible for developing target accounts, generating opportunities, building senior-level relationships, leading the sales cycle, developing solutions and proposals, negotiating commercial terms, and converting opportunities into long-term client relationships.

The ideal candidate will bring strong life-sciences industry knowledge, an established professional network, and a demonstrated track record of developing and closing new business.

Key Responsibilities (but not limited to):

Business Development & New Business

  • Develop and execute business development strategies to drive new-logo acquisition and revenue growth across Pharma, Biotech, MedTech, Diagnostics, Digital Health, and Healthcare.
  • Identify and prioritize high-potential target companies based on clinical development activity, funding, product development, regulatory milestones, and outsourcing needs.
  • Build and maintain a strong sales pipeline through i ndustry relationships, networking, referrals, LinkedIn, conferences, partnerships, and targeted outreach.
  • Develop relationships with senior decision-makers including CEOs, CMOs, COOs, VPs of Clinical Development, Clinical Operations, Regulatory, Medical Affairs, R&D, and Procurement.
  • Own opportunities from initial prospecting and qualification through discovery, solution development, proposal, negotiation, and contract closure.

CRO Solution & Sales Development

  • Understand client clinical development and outsourcing requirements and position appropriate CRO/FSP solutions.
  • Develop opportunities across Clinical Operations, Clinical Monitoring, Project Management, Data Management, Biostatistics, Medical Writing, Pharmacovigilance, Regulatory, Quality, FSP, and related services.
  • Lead RFI/RFP/RFQ responses, capability presentations, proposals, SOWs, and commercial discussions.
  • Collaborate with Clinical Operations, Regulatory, Quality, Biometrics, Medical Writing, Pharmacovigilance, Recruitment, Finance, and Contracts teams to develop customized solutions.

Strategic Account & Relationship Development

  • Build trusted, long-term relationships with key stakeholders and develop multiple relationships within strategic accounts.
  • Identify opportunities to expand relationships across services, therapeutic areas, geographies, and business units.
  • Represent Tech Observer at industry conferences, networking events, and client meetings.
  • Develop referral, partnership, and industry relationships that generate new opportunities.

Market Intelligence

  • Monitor Pharma, Biotech, MedTech, Diagnostics, and CRO market trends.
  • Identify companies with upcoming clinical trials, funding, product launches, regulatory milestones, M&A activity, or other potential outsourcing triggers.
  • Develop account intelligence and market insights to support territory and account planning.

Pipeline & Revenue Management

  • Own and maintain an accurate sales pipeline and CRM.
  • Develop revenue forecasts and provide regular business development reporting.
  • Track pipeline value, opportunities, proposals, win rates, sales cycle, and revenue performance.
  • Achieve assigned new-business and revenue targets.

Ideal Candidate

  • 7–12+ years of Business Development / Sales experience in CRO, clinical research, pharmaceutical services, life sciences, healthcare consulting, or related industries.
  • Proven track record of generating and closing new business .
  • Strong understanding of Pharma, Biotech, MedTech, Diagnostics, and/or Healthcare markets.
  • Experience selling complex, consultative CRO/FSP or professional services.
  • Strong network of industry contacts and ability to develop relationships at senior levels.
  • Excellent communication, presentation, negotiation, and commercial skills.
  • Ability to independently identify opportunities, develop relationships, and manage the complete sales cycle.
  • Willingness to travel for client meetings, conferences, and business-development activities.
