Job Description
Our Organizational Development team is looking for a Human Resources Manager to join our team. In this role, you will be responsible for managing employee relations, compensation, benefits, leave of absence programs and ADA processes, workers compensation, unemployment claims, recruitment, and training. Youll need to have the ability to independently interpret and apply policies, procedures, laws and regulations, while also supervising assigned Human Resources professional staff.
This is a full-time position, Monday through Friday 8:00 am to 4:30 pm located at our Central Office in Wheaton, Illinois, with the possibility of a hybrid remote schedule. Our starting salary may increase based on experience.
As a full-time DuPage County employee, you will be eligible for our full comprehensive benefit package which includes Affordable Health, Dental and Vision Insurance, 12 Paid Holidays per year, 12 Paid Vacation days, 12 weeks of paid parental leave, 5 paid personal days along with accrued paid sick time. This is also a pension eligible, IMRF Retirement Account position. We are also a qualifying employer under the Public Service Loan Forgiveness Program, and we offer Tuition Reimbursement and certification reimbursement.- Supervises, plans and organizes the functions of recruitment, training, compensation, benefits and employee relations.
- Consults with and makes recommendations to managers regarding needs within these areas.
- Manages more complex human resources issues and concerns referred by other team members.
- Makes recommendations for the development or revision of human resources policies, programs and/or training and develops corresponding implementation plans.
- Coaches supervisors, as well as other Human Resources staff, on managing employee relations issues.
- Conducts or leads confidential investigations into employee issues or concerns.
- Prepares corrective action paperwork to assist supervisors with the disciplinary process.
- Oversees recruitment functions including advertising, prescreening and interviewing applicants and making formal job offers to applicants.
- Supports, adapts or delivers services in a manner which ensures understanding and inclusion of diverse client populations.
- Completes job evaluations; develops job descriptions.
- Ensures consistency within the compensation structure and salary ranges.
- Assists supervisors in determining hiring salaries.
- Conducts market research and compensation benchmarking to ensure competitiveness.
- Supports organizational planning including workforce, succession, reduction and reorganization planning.
- Oversees employee leave of absence programs and ADA processes.
- Supports the new employee orientation process and participates in updates the process to ensure consistency with agency policies and operational needs.
- Develops and conducts training programs including the preparation of content for the online learning management system.
- Manages workers compensation processes between employees, County staff and third-party administrators.
- Supports benefits administration, including overseeing benefits such as health and dental insurance and working with vendors providing retirement and pension programing.
- Oversees the benefits enrollment processes and employee communication.
- Provides support to the agency exit interview process.
- Maintains accurate and thorough paperwork and files.
- Writes memos, policies and related human resources documents; answers questions and assists employees with human resources paperwork and processes to ensure consistent interpretation and application of handbook policies.
- Develops and maintains positive, respectful and professional relationships with internal and external customers.
- Demonstrates independent judgment and discretion in making position related decisions.
- Participates in emergency response activities as assigned.
- Maintains required training, licensure and/or certification; maintains confidentiality of privileged information and adheres to patient privacy laws.
- Demonstrates sensitivity and understanding of other ethnic groups and cultures.
- Supports workplace culture enhancements.
- Available to respond to clients and/or customers, either in person or over the phone, during assigned business hours and/or clinic times; applies advanced knowledge of human resources policies and practices.
- Anticipates, identifies, and involves others in solving human resources related problems.
Considerable knowledge of principles, practices, and theory of human resources management and administration; considerable knowledge of multiple specialty areas within human resources including, but not limited to, compensation, benefits, recruitment and selection, training, and employee relations; considerable knowledge of the laws, regulations, and trends governing the human resources functions; considerable knowledge of the operational accountabilities of an effective Human Resources department; working knowledge of laws, regulations and oversight agencies within healthcare systems; working knowledge of payroll.
Considerable skill in managing and organizing the work of others; considerable skill in applying human resources principles, practices, and theory in order to achieve the best possible outcomes that support agency needs; considerable skill in independently researching and analyzing facts and data in order to make recommendations; considerable skill in interpreting, explaining, and applying policies in a consistent manner; considerable skill in written and verbal communication; considerable skill in preparing written documentation that is consistent with laws and regulations; considerable skill in maintaining confidential records and files; considerable skill developing and maintaining positive and professional relationships with internal and external customers; working skill in operating a personal computer, applicable software and peripheral equipment; working skill in providing coaching, leadership and direction to less experienced human resources staff regarding both routine and complex issues.
