Senior functional consultant

We are seeking a highly motivated Senior Consultant - Functional with 6+ years of experience in Public Financial Management (PFM) and Government financial systems.

The candidate will play a key role in gathering business requirements, defining functional specifications, supporting process re-engineering initiatives, and ensuring successful implementation of public finance systems. The role requires strong domain expertise in government budgeting, treasury management, accounting, expenditure management, and fund flow monitoring.

Key Responsibilities

Gather, analyze, and document business and functional requirements from government departments and stakeholders. Conduct business process analysis and recommend improvements aligned with Public Financial Management best practices. Prepare functional requirement specifications, use cases, process flows, and reporting requirements. Support the design, implementation, testing, and rollout of financial management solutions. Coordinate with technical teams to ensure accurate translation of business requirements into system functionalities. Facilitate stakeholder workshops, user training sessions, and change management activities. Assist in User Acceptance Testing (UAT), issue resolution, and post-implementation support. Monitor project deliverables and ensure adherence to functional and business requirements.

Desired Skills & Experience

Minimum 6 years of experience in consulting, business analysis, functional implementation, or Public Financial Management projects. Strong understanding of government finance processes, budgeting, accounting, treasury operations, and fund management. Experience in preparing business requirement documents (BRDs), functional specifications, and process maps. Excellent analytical, communication, stakeholder management, and problem-solving skills. Ability to work effectively with government officials, domain experts, and technical teams.

Preferred Experience

Prior experience working with State Integrated Financial Management Systems (IFMS), Public Financial Management System (PFMS), or similar Government finance platforms. Experience in Government digital transformation, treasury modernization, budget management, and financial governance projects. Knowledge of public finance regulations, accounting standards, and government financial workflows will be an added advantage.
