Senior Functional Consultant

We are seeking a highly motivated Senior Consultant - Functional with 6+ years of experience in Public Financial Management (PFM) and Government financial systems.

The candidate will play a key role in gathering business requirements, defining functional specifications, supporting process re-engineering initiatives, and ensuring successful implementation of public finance systems. The role requires strong domain expertise in government budgeting, treasury management, accounting, expenditure management, and fund flow monitoring.

Key Responsibilities

• Gather, analyze, and document business and functional requirements from government departments and stakeholders.
• Conduct business process analysis and recommend improvements aligned with Public Financial Management best practices.
• Prepare functional requirement specifications, use cases, process flows, and reporting requirements.
• Support the design, implementation, testing, and rollout of financial management solutions.
• Coordinate with technical teams to ensure accurate translation of business requirements into system functionalities.
• Facilitate stakeholder workshops, user training sessions, and change management activities.
• Assist in User Acceptance Testing (UAT), issue resolution, and post-implementation support.
• Monitor project deliverables and ensure adherence to functional and business requirements.

Desired Skills & Experience

• Minimum 6 years of experience in consulting, business analysis, functional implementation, or Public Financial Management projects.
• Strong understanding of government finance processes, budgeting, accounting, treasury operations, and fund management.
• Experience in preparing business requirement documents (BRDs), functional specifications, and process maps.
• Excellent analytical, communication, stakeholder management, and problem-solving skills.
• Ability to work effectively with government officials, domain experts, and technical teams.

Preferred Experience

• Prior experience working with State Integrated Financial Management Systems (IFMS) , Public Financial Management System (PFMS) , or similar Government finance platforms.
• Experience in Government digital transformation, treasury modernization, budget management, and financial governance projects.
• Knowledge of public finance regulations, accounting standards, and government financial workflows will be an added advantage.
