Position Summary

The Deputy Director of Structures Design and Construction is a critical function that supports and promotes the mission of MassDOT. Reporting directly to the Director of Bridges and Structures in Boston, this role is charged with providing and directing our most senior level engineers within the Bridge Standard, the In-House Design, the Technical Review and the Metals Control Units. The Deputy also partners closely with the Structural Review Lead in the Design Build Section.

The Deputy provides oversight, direction and clearly articulates a vision for the successful development of key areas in terms of construction standards, project implementation and design programmatic functions. The Deputy must demonstrate versatility and provide direction for major capital programs and projects of various size and complexity.

The Deputy must be adept at solving complex, technical, programmatic and managerial issues and equally adept at obtaining internal and external acceptance of project design and delivery decisions. This leader will work with a very skilled engineering leadership team and will liaise with multiple departments and business units to effectively support those bridge and structures programs, and also manage the day to day operations of the Team.

The Deputy sets strategic priorities, develops performance goals and metrics, applies innovative design, construction, and program management tools and goals. The role will require making key decisions, strategic thinking and delivering efficient and effective programs and services. This role is a key resource for senior leadership and provides long term independent decisions for projects that impact the entire Commonwealth. Key hallmarks of his role included establishing stakeholder trust, confirming resource allocation and budgets, long-term value and sustainability and project success through meeting deadlines, keeping abreast of regulations and standards and maintaining those standards.

Duties and Responsibilities

  • Provides direct supervision to the Bridge Standards Unit, In House Design Unit, Technical Review Unit, and Metals Control Unit. Coordinates closely with Structural Review Lead in the Design Build Section; oversees project implementation and directs all communications with staff, stakeholders and senior leadership to provide project updates, problem resolution strategies and overall program/project effectiveness.
  • Oversee internal and external staff who review project designs and construction procedures to ensure application of sound engineering practices, compliance with MassDOT policies, rules and regulations, and reviews are accomplished in a timely manner to maintain project advertising and completion schedules.
  • Manage the approval process of plans and shop drawings by the Director of Bridges and Structures; Oversees the cross-functional coordination of project activity with operational outcomes, day-to-day maintenance, finance and administration requirements; Develops and maintains a realistic program, project plan, schedule and execution framework.
  • Assists in the approval of preliminary engineering documents to ensure project is feasible and approving design waivers from the Bridge Manual based on sound engineering judgment.
  • Actively solicits feedback from bridge designers, reviewers, and construction staff to promote continuous improvements in bridge design and construction practices.
  • Contributes to the development of Standard Operating Procedures and SharePoint sites for portions related to Structures Operation and Maintenance.
  • Hosts regular staff meetings for unit leads supervised to ensure clear communication

Preferred Qualifications

  • Demonstrates experience and understanding of the Highway Divisions Project Development and Design Guide, Standard Specifications for Highways and Bridges, Bridge Manual, Design-Build, and applicable Engineering Directives. Demonstrates experience and understanding of the AASHTO LRFD Bridge Design Specifications, and other relevant AASHTO Provisions.

At least (A) six (6) years of full-time or, equivalent part-time, professional, administrative, supervisory, or managerial experience in\: Engineering work in construction, construction management, construction/bridge/tunnel or building inspection, electrical, HVAC, traffic, survey, design, transportation, hydraulics, structural, facility, sanitary, drafting, environmental, highway, architectural, airport, soils or materials testing. Of which (B) at least two (2) years must have been in a managerial capacity

Substitutions

I. A certificate in a relevant or related field may be substituted for one (1) year of the required (A) experience.

II. A Bachelors degree in a related field may be substituted for two (2) years of the required (A) experience.

III. A Graduate degree or higher in a related field may be substituted for three (3) years of the required (A) experience.

IV. A Doctorate degree in a related field may be substituted for four (4) years of the required (A) experience.

A current and valid Massachusetts Professional Engineers (PE) License may substitute for one (1) year of the required (A) experience. Based on assignment, a current and valid Massachusetts PE license may be required.
